UPIEAA Director Bess Yap Gets Promoted!

UPIEAA director Bienadel Elizabeth “Bess” Yap was formally sworn in last May 13 as the newest Assistant Secretary for the Department of Public Works & Highways, by DPWH Secretary Rogelio “Babes” Singson. With the promotion, Bess is now directly responsible for six DPWH offices:  Information Management, Human Resource and Administrative, Financial and Management, Procurement, Legal Service and Stakeholder Relations. Prior to her promotion, she was Director of the Information Management Service as well as Component Manager of the Institutional Capacity Development Component of foreign-assisted projects.  In 2011, Bess received the UPAE Achievement Award for Government Service.
