What is Food Security?
“The condition in which all people, at all times, have physical, social and economic access to
sufficient safe and nutritious food that meets their dietary needs and food preferences for an
active and healthy life.”

This symposium hopes to start a conversation on challenges, limitations, threats and solutions to a critical issue that our nation faces: food insecurity. Both the government and the private sector have developed technologies and solutions to the many components affecting this issue: sourcing and funding, logistics, storage, production, retail and distribution. However, we believe that an integrated approach is required to initiate sustained programs that will ensure continued access to nutritious and affordable food for 100,000,000 Filipinos.

We propose that the application of IE principles and systems thinking is key to viewing national food security holistically–to better grasp its dimensions, and then to be able to design, plan and propose multi-sectoral strategies, as solid steps towards nation-building. We hope to spark the participant’s imagination by presenting innovative and pioneering solutions and open their young minds to the idea that there are many career and business opportunities for Industrial Engineers in this area.

The project will also feature an exhibit showcasing technologies that support the theme.

Speakers

Fortunato “Boy” T. Dela Pena
SECRETARY, DEPARTMENT OF SCIENCE AND TECHNOLOGY

Fortunato “Boy” Tanseco de la Peña is the Secretary of Science and Technology at the Philippines’ Department of Science and Technology (DOST) under the current administration. Before he assumed leadership of the Department, he served as President of the Philippine Association for the Advancement of Science and Technology (PhilAAST) since 2011 and had been Undersecretary of the DOST under two previous administrations. He is also served as Chairman of the United Nations Commission on Science and Technology for Development, President of the Philippine Institute for Chemical Engineers and the Association of Management and Industrial Engineers of the Philippines, and headed the Small Enterprises Research and Development Foundation, and NEC Foundation.

Alberto “Bert” D. Lina
CHAIRMAN, LINA GROUP OF COMPANIES

Alberto “Bert” D. Lina is Chairman of the Lina Group of Companies, a conglomerate of 18 affiliates sharing expertise on various industries ranging from logistics, information technology, food, environment, waste management, business process outsource, travel, communications and media. Its flagship brand is Air 21, one of the leading logistics company in the country today. He served as Commissioner of the Philippines Bureau of Customs under 2 administrations. He is recipient to a number of awards including the Most Outstanding Manilan Award, Lifetime Achievement Award by the Global Carriers Inc., and the Papal Award Pro Ecclesia et Pontifice.

Josef “Jop” T. Yap
FORMER PRESIDENT, PHILIPPINE INSTITUTE FOR DEVELOPMENT STUDIES

Josef T. Yap is currently a Professorial Lecturer with the University of the Philippines School of Economics. He was formerly President of the Philippine Institute for Development Studies, where he worked for 26 years specializing in macroeconomic policy and applied econometrics. In 2010, he was honored as one of the 100 outstanding alumni of the UP Diliman College of Engineering as part of its Centennial celebration. Dr. Yap was the regional coordinator of the East Asian Development Network and was actively involved in the establishment of the Economic Research Institute for ASEAN and East Asia
(ERIA).

Noel “Noel” Tempongko, Jr.
VICE PRESIDENT AND GENERAL MANAGER, CENTURY PACIFIC AGRICULTURAL VENTURES

Noel has over 30 years experience in the food industry working in San Miguel Packaging Products, Magnolia, San Miguel Purefoods, and Frabelle before joining the Century Pacific Group. He brings with him a wealth of experience in the general management of companies in fast-moving consumer goods and business-to-business industries. Century Pacific Agricultural Ventures, Inc. operates as CNPF’s integrated coconut producer of high value organic-certified and conventional coconut products for both export and domestic markets.

Kallol “Kallol” Mukherjee
PROCUREMENT DIRECTOR, UNILEVER PHILIPPINES AND VIETNAM

Kallol started his career as a factory engineer for Unilever. Since then, he has been involved in procurement in various markets in Asia, developing and managing global competitive sourcing programs, and setting up procurement hubs. As Procurement Director of Unilever, serving both the Philippine and Vietnam markets, Kallol embraces the company’s commitment to sustainable agriculture and sustainable manufacturing practices.

 

Amante “Teng” Aguilar
SUPPLY CHAIN HEAD, DEL MONTE PHILS

Teng’s responsibilities as Del Monte Philippine’s Inc Supply Chain Head covers national logistics and export outbound operations, demand fulfillment and customer service, product supply planning (all manufactured product categories), materials planning, and inventory control, and third party manufacturing management. Prior to his stint at Del Monte, Teng served as Value Stream Director at Johnson and Johnson Asia Pacifc.

Despite high levels of economic growth, the Philippines’ agriculture sector has shown consistently low growth and productivity rates. The lack of modernization, productivity and profitability of the agriculture sector is the result of an accumulation of factors across the supply and value chain. Farmers are unable to apply innovative methods and technologies. As reported in a presentation of the World Bank-International Finance Corp., entitled “Understanding Logistics Performance in the Philippines”, the Philippines had the highest logistics cost as a percentage of sales at an amazing 27.16 percent There are however, some encouraging movements in recent weeks.

 It is estimated that 20 percent to 50 percent of fresh goods are damaged during the journey from market to consumer. In this bleak
backdrop, Air21 is looking at upgrading its trucks to suit the logistics demand of the food industry. The company is currently in the
process of reflecting its trucks to make them temperature-controlled for food-grade in service to the farmer.

Integrated Coconut Manufacturing means utilizing every part of the plant, from the trunk to the nut, for conversion into high valuproducts such as packaged Coconut Water, Desiccated Coconut, Organic Virgin Coconut Oil and Organic Coconut Flour for both domestic and export market. But with this comes the challenges of storage and warehousing.

Sustainable sourcing brings far-reaching benefits to all involved. For instance, sustainable farming methods enhances farmer livelihood by increasing yield and quality, improving profit margins.
