Sec Fortuanto ‘Boy” dela Peña, Secretary Department of Science and Technology. In his keynote address, Secretary Fortunato dela Peña discusses the risks facing food security in the Philippines. He narrates a number of recent developments in research and stresses that food security is not just about feeding people. It also involves delivering sufficient food to a rapidly growing population in a continually urbanizing environment. A glaring example of this would be the complexity of shipping pork from nearby Babuyan Islands to the tourist destination of Batanes. The secretary also provides disturbing information on wastage from the point of production to consumer and how it can be mitigated by introducing technology. Being a former professor of IE, he stresses the importance value chain efficiency where IE concepts should be applied to pave the way for innovation in areas such as sustainable agriculture, food processing, packaging and logistics. The secretary caps his presentation with an interesting comparative of ERP implementation between manufacturing and agriculture enterprises.

Fortunato “Boy” Tanseco de la Peña is the Secretary of Science and Technology at the Philippines’ Department of Science and Technology (DOST) under the current administration. Before he assumed leadership of the Department, he served as President of the Philippine Association for the Advancement of Science and Technology (PhilAAST) since 2011 and had been Undersecretary of the DOST under two previous administrations. He is also served as Chairman of the United Nations Commission on Science and Technology for Development, President of the Philippine Institute for Chemical Engineers and the Association of Management and Industrial Engineers of the Philippines, and headed the Small Enterprises Research and Development Foundation, and NEC Foundation.

About the 2018 IEmagineering Conference

How Do We Feed One Hundred Million?
IEmagineering Systems for Food Security
April 21, 2018 (Saturday) | National Institute of Physics, University of the Philippines, Diliman, Quezon City.

This symposium hopes to start a conversation on challenges, limitations, threats and solutions to a critical issue that our nation faces: food insecurity. Both the government and the private sector have developed technologies and solutions to the many components affecting this issue: sourcing and funding, logistics, storage, production, retail and distribution. However, we believe that an integrated approach is required to initiate sustained programs that will ensure continued access to nutritious and affordable food for 100,000,000 Filipinos.

We propose that the application of IE principles and systems thinking is key to viewing national food security holistically–to better grasp its dimensions, and then to be able to design, plan and propose multi-sectoral strategies, as solid steps towards nation-building.  We hope to spark the participant’s imagination by presenting innovative and pioneering solutions and open their young minds to the idea that there are many career and business opportunities for Industrial Engineers in this area.
